When news broke that local hotel operator El Cosmico plans to expand to a larger 61-acre site complete with 120 units, pool, bath house and restaurant north of city limits, it soon became clear that the question of water usage — whether a development of such size could result in the depletion of a vital resource — was at the forefront of local concerns.
