The Abilene City Council approved an agreement for access to a water supply that is “capable of withstanding substantial droughts. ” The interlocal agreement between the Abilene, San Angelo and Midland, is to buy water from Fort Stockton Holdings, L. P. ,which is owned by the family of the late oil tycoon and gubernatorial candidate Clayton WIlliams. FSH owns a permit that allows it to produce 28,400 acre feet of groundwater annually from the Edwards-Trinity Aquifer in Pecos County.
