Full Texas House hears bill that protects East Texas water rights

The Texas House will hear and potentially vote on a bill authored by east Texan Rep. Cody Harris (R-Palestine) that would mandate a 16-month study on east Texas aquifers and prevent people from exporting water from the region to places like the DFW metroplex and Houston for the next two years.
