Despite heavy rains, low lake levels, drought an issue in Central Texas

After off-and-on storms throughout Central Texas this weekend, it would seem that the area is emerging from a drought. But even a few inches of rain in a short period of time didn’t do enough to stave off the ongoing dryness.
